Frenchman's Bay Watersheds Stormwater Management Master Plan

Project Introduction

The City of Pickering is updating the Frenchman's Bay Watersheds Stormwater Management Master Plan which was completed in April 2009. 

The Master Plan Update will evaluate the efficiency of the current stormwater management system as well as examine new stormwater management alternatives in accordance with the Class Environmental Assessment (EA) process for Municipal stormwater projects. It will also develop a preferred stormwater management strategy towards achieving healthy watersheds and considering future growth and climate change challenges. 

The objectives of the Master Plan Update will consider flood and erosion control, groundwater and surface water quality management, water balance/infiltration, natural heritage environment management and infrastructure, all in an integrated manner.

The Master Plan Update will follow the Master Planning Approach 2 in accordance with Environmental Assessment Act as per the Municipal Class Environmental Assessment document.

When complete, the updated Master Plan will act as a decision-making guide. It will rank projects and address future needs of the Frenchman's Bay watersheds environment and growing community.

Background

The City of Pickering has retained Aquafor Beech Ltd. to update the 2009 Frenchman’s Bay Watersheds Stormwater Management Master Plan. The updated Master Plan will help ensure the stormwater system continues to support community safety, environmental protection, and long-term climate resilience.

The purpose of the study is to evaluate the efficiency of the existing stormwater management system within Frenchman’s Bay watersheds and develop a preferred stormwater management strategy to address current conditions as well as future growth and climate change. A map of the Frenchman’s Bay Study area is included below.

The Study will be completed following the requirements of the Municipal Class Environmental 
Assessment under the Environmental Assessment Act using the Master Plan Approach 2.

Project Timelines

The project started in January 2026. The project is anticipated to be completed by the end of 2027.

Public Engagement

We want to hear from you! We will be holding two public open houses during the project so we can get your feedback on the project.

The City proposes to provide all interested parties with an opportunity to review the project, ask 
questions, and offer feedback.

The PIC will be presented in a drop-in format and an on-line format with material available on the City’s 
website at https://www.pickering.ca/FBWSWM. The drop-in PIC will be held as follows:
